Human rights organizations must therefore continue to advocate the legal protection of whistle-blowers and conscientious objectors, including protecting the organizing required for an effective collective action. Further, the broader civil society could increase the frequency of whistle-blowing by creating a dedicated legal defense fund.

Hans Hösl. Der Münchner, Jahrgang 1896, unterrichtete Strafrecht an der Polizeischule Fürstenfeldbruck. Im Krieg befehligte er das SS-Polizei-Gebirgsjäger-Regiment 18, eine Einheit, die in Griechenland ganze Dörfer ausradierte und 1944 entscheidenden Anteil an der Deportation von 1.700 Athener Juden nach Auschwitz hatten. Nach dem Krieg setzte Hösl seine Polizeikarriere nahtlos fort, war sogar wieder im Schuldienst tätig. (…) Angesehen und friedlich starb der Mörder 1987.
